I saw this film twice and have a difficult time concluding a former CIA officer is going to tell a 19-24 year old the flaws of our intelligence gathering prior to 9/11 so he can make a movie and broadcast it to the world to make the US more vulnerable. Of course he is (Robert Baer) going to say someone dropped the ball, but the fact is they didn't, since the three hijakers that were found in the Graham report were on the FBI watch list one month prior to 9/11. I also did not find any terrorist plan of attack in the Graham report, only speculations unlike what the movie portrayed. The way the Graham Report was shown in the movie, it lead me to believe there was a 9/11 plan of terrorist attack in the report. Not only is there no such plan in the report, but I didn't see a terrorist plan at all in the pre 9/11 material of the report. I do think this is the best 9/11 conspiracy theory film yet, but this film simply does not prove beyond reasonable doubt the government knew enough to let it happen while they twiddle their thumbs. With the "evidence" shown in the movie, I think it is unrealistic to think with such little information they knew enough to stop it. I simple conclude the intelligence was inactionable meaning they did not have enough information for a court setting before going after the three hijackers. If anybody disagrees with this based on what was presented in the film, either your emotions are filling in the blanks or you are just plain angry.
